In 2010 the Dems controlled both houses and had no filibuster against that bill.
Without 60 votes, the mere threat of a filibuster is enough to kill anything in the Senate. A couple of Dems plus Droopy "Independent In Name Only" Lieberman also voted against this bill.
As for singling out the united R opposition to a bill that would stop outsourcing companies from using the tax code to benefit their bottom line, it's just a very clear example of McConnell's credo - "The single most important thing we want to achieve is for President Obama to be a one-term president." If Obama is for it, they're against it, no matter what.
No company would have been affected by this bill except those who close their US facilities and move to another country. Move across the state to a bigger plant, you keep the deduction. Or to a state with a better business climate, no problem. Send US jobs to Mexico or China, you shouldn't expect the taxpayers to subsidize your cost of moving and any scrapped equipment. What kind of American can object to that?
