Latest I read was an almost 20% decrease in funding to the NIH. For those that have never worked in academia, NIH grants aren't all that easy to get and usually go to the most promising research projects. I've seen grant money get spent on shiny new toys that probably weren't necessary, so I think you probably can cut a lot of individual budgets, or make a plan where unused funds go back to the NIH instead of into the University general fund, but I'd think a strategy that does it over a period of several years would be preferred so people can figure out how to still achieve the research goals but in a leaner way
